Lubbock City Council is set to hear proposals to update the transportation ordinance that could change how companies like Uber operate in Lubbock. Among other things, the proposed changes would require drivers with ride-sharing companies to undergo background checks and vehicle inspections.
"There's a whole different look to public transportation these days and vehicle-for-hire," said Councilwoman Karen Gibson, who will introduce the proposals. "It's not like it was in the 70s when this ordinance was written, and so we're amending it to bring it on up to today's standards."
The proposals already apply to taxi and limo companies and would be put in place for ride sharing companies like Uber and Lyft.
Jarita Pascasio, co-owner of Yellow Cab, says it puts everyone on a level playing field, "... so that we all play by the same rules, we all have the same insurance, background checks, permitting. That's better for us and for the citizens of Lubbock. It's safer for them."
But some say the requirements go too far.
"I don't want to have to put any extra money in, especially as a college student," said Zach Funes, who has been an Uber driver for about three months. He says Uber already requires background checks but not permits.
"I don't really see myself putting in the extra step to go get a permit and try to figure out all of these new things I have to do, when it's just been simple enough to apply and get on the road within a couple of days," Funes said.
Similar regulations in Midland, Corpus Christi and Galveston meant Uber pulled out of those cities altogether. Gibson says that isn't a concern for Lubbock.
"We're trying to work with them to make sure that that does not happen, that we don't do something that will run them out," Gibson said.
The proposed ordinance changes will be introduced at council's meeting Thursday night.
