LUBBOCK, Texas -
Lubbock's new mayor, one new councilman and an incumbent councilwoman were sworn in Tuesday.
Mayor Dan Pope took the oath of office and set goals for his term. Steve Massengale took the oath of office as District 4 city councilman. Councilwoman Latrelle Joy was sworn in for her new term in District 6.
Councilmen Victor Hernandez and Floyd Price are still serving until their successors are decided in the June runoff.
"There are very, very bright days in our future," Pope said. "So we're going to concentrate, I hope, as a group, but I think we're going to try to live within our budget. First and foremost, we're going to try to live within our means, common sense kind of leadership."
"How well do we turn challenges into opportunity... and there will be challenges, and it'll be a true test of our character to see how we transition those into opportunities because I believe every challenge can be an opportunity," Massengale said.
Shelia Patterson Harris and Jared B. Hall are in a runoff for District 2. Juan Chadis and Frank Gutierrez are competing for the District 1 seat. That election will be held June 25.
